Use of CD-ROM for Highway Design

Alexis is a chemical engineer with no facilities design and construction experience. She receives a solicitation in the mail for a new Highway Design CD-rom. This program allows engineers to do highway design even if they know little or no fundamental concepts in this area.

Should Alexis order the CD-ROM and begin to offer facilities design and construction services?
